Junction box on exterior of home

Can I come get a replacement gateway device? My broadband light is blinking and switches from green for awhile, then red for awhile, then green for awhile, etc. I booked an appointment for an AT&T technician to come to fix the problem, and I waited 9 hours for him or her to arrive.&
