Watching U-verse TV

Can you have U-verse TV without internet.  Internet really sucks at times......Pay for 18Mbps and at times have 3 or less............

Entire channel goes down frequently, with rebooting equipment message, etc., only to come back after going to any other channel, all of which work fine.

I couldn't find any info in searches for the last few years related to this question so I thought I'd ask to see if the old information is still applicable. I currently have 50/10 FTTN copper service, with uverse tv that gives me 3HD/1SD. I happen to have already ended up with a 1TB Pace IPH8010

My tv picture and sound freeze for 2-5 seconds every 20-30 seconds. I have done a whole house reboot with no luck.  Any other suggestions?  The only tv which works properly is the one plugged directly into the receiver.  And, this is only happening with Uverse channels.  Streami
