Watching U-verse TV

I pay dearly for my fiber optic cable ATT Uverse with HD. I do not get the NASA TV on HD. I only recieve on channel 264. There is no reason why I can't or shouldn't get it on HD. So...why can't I? 0r, if someone does get it, what HD channel is it on?

I have been having trouble logging into my U-verse app for a few months. I finally called today and was told the U-verse app is no longer available. Just wanted to verify if this is true that U-verse app is no longer available to existing U-verse customers.
