Watching U-verse TV

Our DVR did not come back up after a power failure. We have to unplug it late 3 or 4 minutes and then plug it back in again and hopefully it will start working again, sometimes it does sometimes it doesn't?  Our RG always comes back up as does our wireless TV receiver.  Any ideas why our

This app is awful. I am watching on my phone and the picture constantly freezes! I have to keep exiting and opening the app and it will work for a little while and then freeze. I am using AT&T wi-fi.
