Can I watch programs recorded on my DVR (uVerse) on my mobile device or laptop?

I recently upgraded my service to U200 which includes paramount network. However the channel (1145) is not visible on my guide using my computer or through the television hooked up to the gateway.  Is there a fix for this?

This message has now appeared on my screen and I can't get it off the screen and my remote does nothing but turn box on and off
