Watching on Satellite

If I subscribe to Directv satellite service using my Winegard Travler Pro dish on the roof of my rv and activate a hr24 receiver will it include SignalSaver if I connect the hr24 to the internet? Also, will I be able to use the Directv app to stream TV on my phone while away from the rv? Thanks,
