Chat button is never "live" and there is no phone listed for phone contact.

Has anyone had these issues with communication? How did you solve and what did you need to provide? I called ATT at the end of March to move my internet service. Someone is using my streaming account without my permission. I've changed passwords twice to prevent them from using and they're still logged in on a TV.
