Watching on Satellite

The local forecasts are not coming up on the Weather Channel when the red button is depressed. Is this a DirectTV issue or a Weather Channel issue?

My Insignia Smart TV worked for the year I've had it with Direct TV just liked it worked for Netflix, Hulu, etc until the last month or so. Some days it works, others it doesn't or it takes 5 minutes to load a channel but then you can't go to another channel. Netflix, etc. continues to work fine. Wh
