Not surprised. TCM is one of those broadcaster that content rights are not associated to streaming. There are many posts on the streaming rights of TCM. You can search the forum for more info.

Ok I get it now. It wasn’t TCM that was restricted it was just the movie that was restricted. TCM is running fine now. 
The owner of the movie (A Little Romance 1979) restricted it for streaming. Evidently Cable is ok for watching it. 
I figure the owner maybe has stock in cable companies or perhaps is an executive of one. 
I’d like to know the name of this owner. 
Maybe Direct TV Help can supply it. 
I think this movie owner should be investigated for being prejudiced against Streaming customers. 
I actually saw this movie not to long ago on TCM on cable. 

The message means exactly what it states, not everything can be streamed especially older content.

Doesn’t seem right to me!

I have never after many years 

got a restriction notice for a movie on cable tv. 

I mean maybe it’s a financial situation. 
Could the owner
be getting paid less for this movie on streaming than on cable. 
That sounds weird but it’s at least a rational explanation. 
Does this owner have other movies that are restricted?
Are there other owners who are doing this?
I’d like to have the answers to these questions. 
After all I’m paying for TCM thru the Choice package. 

No. Most of the content was created before streaming even existed. So the broadcast rights were not available. 

Broadcast rights for streaming and cable are different. So cable rights don't automatically transfer to streaming.

Some older content (before streaming existed) may have trouble getting permission from all those they legally need to (change of owners, other affiliates in the last several decades, etc.) to open up for streaming.

Newer content going forward will already know to have their licensing permissions/rules to take into account streaming. And perhaps their verbiage will include accommodating for any newer pay TV technology in the future. This is just my expectations on what they will have learned and afterwards to change because of this.

I am a longtime Directv subscriber. We are on a budget and would simply like to add one channel to our lineup. TCM. As far as I can see, it would cost $45 extra per month to get a choice package which includes the one channel we actually want. Isn't there anything Directv can do about this? Willing to pony up an additional $10 a month. Why the inflexibility? Unhappy Directv camper.

No provider will allow customers to add "just one channel". It's not how it works.

What you *might* be able to do is see if any discounts or promotions exist to add that tier on for the same, or better, price for some amount of time. Be cognizant as to when the promotion ends, as DirecTV will not tell you. Again, this is how it works across all providers.
