I'd suggest looking at the Samsung information about exactly where the IR sensor is. Once you know that, make sure it is unobstructed. Then try to use the remote within a few inches of it and see if it works properly like that. It should at least reliably turn the TV on and off. You may have to try alternate codes on the remote programming if the volume control still doesn't work like this.
Once your remote is reliably working with a clear, close view of the IR sensor, try moving away and see what happens.
