I'm an ISP and my IPs are being blocked
I serve a small community and this particular IPV4 subnet of public IPs are being blocked by directv.
23.171.48.0/24
Users on this public IP range cannot access directv.com (they receive 403 errors) and services do not function.
Multiple of these customers have contacted Direct TV and been told to use cell phone data and that the issue is on the ISP issue. I can see the traffic going out of my network and I can see a 403 coming back. This is definitely an issue with Direct TV.
I found a related post regarding the same issue with 403 forbidden errors from Starlink customers, so this has happened before as well.
The subnet location and other IP data are correct.

I tried that. I've called over and over again. Stream tells me it's not something in their scope and give me 800-720-4915 to call, which a rep for Direct TV tells me they can't help and a rep for AT&T tells me to call 800-531-5000. They tell me I need to call Direct TV stream, who tells me it's out of scope for them.

Sorry. But we are only just users/subscribers located here. Maybe contact the BBB as that usually gets a call back.

Thanks for sharing the details. I’m an employee and not part of the support team, but I can route this internally for review. The IP range you provided is helpful and should assist the relevant teams in their investigation. DIRECTV does listen to reports like this, especially when they’re as specific as yours.

A rep for AT&T would tell you to call DirecTV. This is because AT&T no longer owns DirecTV. They sold their remaining share last year and the transaction completed within the last month or so.
Any employees on their personal time that can pass on the info for somebody to look internally in an official status would be great. Alternatively, that BBB complaint gets forwarded to the corporate level, usually resulting in contact back from their Office of the President within a few business days.
The Starlink issue rings a bell. Don't recall if they figured out what the exact cause was that made that ISP and the TV service not like each other.

Thanks Juniper. When I call 800-720-4915 I get an IVR that says press 1 for Directv and 2 for AT&T, the AT&T and side of things tells me to call Directv.
I did file a BBB complaint with the details so I'm also waiting for a response on that end.
You were one of the last ACE reps to respond to the Starlink issue before, but that was a few years ago. I've seen others on here as well from time to time.
The good news is that something managed to light a fire under someone because it's all working as of this morning. It's been completely broken for around a week, but suddenly it's functional. Either @GTyz's contact, the BBB complaint or something else managed to get things functional overnight after posting here. I had 0 traction up until this point.
