All you really need is your Genre Packs if you took Regional Sports pack that you charge $18/mo for on Choice and Above and put that under your Add Ons if we want it we could pay the fee and add it to any plan you have and we wouldn’t be forced to pay for it if we don’t want it no matter what plan we have you can also setup a local channel package that has all our local channels if we want local channels

Unfortunately, DirecTV is contractually obligated to provide Regional Sports Networks (RSNs) in Choice and above. It is not a pack, but a fee based on where you live. Years ago this was hidden in the package cost, now with the increase in costs DirecTV a few years ago itemized it so each customer can see what the teams in their region are charging them.
The sports teams and networks will be fine having cost spread out over everybody. Doubt they will ever support changing that just to those who opt-in, which of course would be higher cost to make up the differences.
If they didn't grandfather it (don't know if they did or didn't), for satellite customers I would suggest Preferred Xtra. Unlike the regular Xtra, no RSNs so no RSN fee, putting it total cost similar as if you had Choice but with a few more non-sports channels.
