Service down for three days now - support says it is an outage in the area. Would like to know (a) when this is likely to be restored and (b) how I can have our bill credited.

DirecTV is service by satellite. If it were down then there would be thousands of posts about it as it is not a hardline service that is area specific.
What service do you have?

Yes, of course. That is why I am very confused by this! We have DTV satellite service (or at least we did until 3 days ago!)

While it is possible that local channels may have problems, the national channels would be a nationwide outage. What if any error codes are showing? If 771 then most likely the dish needs to be aligned.

Whoever in support was saying there was an outage in the area was either confused about what service you have or was just taking out their rear. An outage that affects all channels (locals and national) would affect all of us.
What happens when you try to watch TV? (symptoms, error message, etc.)
Models of boxes?
What troubleshooting (if any) has been tried?
Did anything happen before issue started?
