can you just add one channel?

There are a few channels that can be added but Oxygen is not one of them.

In general, no. The channels are packaged to the TV providers who in turn must package them to us customers. Oxygen True Crime is in Ultimate and Premier.

You might be able to get a cost reduction or a promotion to add that package.
