AFAIK if a local channel has the right to it then all other channels are blacked out, it maybe on in sports bar or other places.

Strange, everything shows that the World Series should be on your local Fox affiliate (regardless of where you live). What happens when you try to watch the game? (error message, different programming, etc.)

Here is what is on Fox Albany NY website:
WXXA and DirecTV have a contract that allows them to carry our programming to you. That contract has expired and DirecTV removed WXXA from your schedule. WXXA has presented a proposal for fair value, based on the importance and value our programming brings to our viewers. Despite our tireless efforts, DirecTV has refused our fair offer and is making negotiations very difficult. You might have seen them do this before. They will tell you it’s for your benefit, but don’t believe it. Our offer is fair. And now they hold you the subscriber hostage. It’s not right.
I have been a DirecTV subscriber since 1999. This is the first time I have been put in this position of being unable to watch a major sporting event because of a contract dispute. I have no recourse with Fox. I certainly have alternatives to DirecTV to explore. Very frustrating.

So it is a contract dispute and it was WXXA that removed their feed to DTV as they are the only ones that can do it. Of course their asking price is fair to them but DTV has to pass the increase onto their customers so they try to reduce the amount of any increase. Bottom line until WXXA returns the feed to DTV there will be no games or anything else. All TV providers have the same problem as DTV when their contracts come up with the local channels.

So that is wrong. They ARE providing the World Series. What they are not doing is providing the channel in its entirity to DirecTV.

Simply put, the local affiliate owner pulled their channel (not just the World Series) from DirecTV. This is normal negotiating. The channel owner hopes to leverage customers to make DirecTV cave to continuing high (or higher) costs. This is their (the channel owner) right as much as we (the customer) doesn't like it.
Consider this, why should DirecTV or any other pay TV provider, and by association of our customer bills, keep paying more and more for channels that are free over the airways? Changing providers will not save you as they all go through these negotiations, which are becomming more frustrating with local channels in particular.

So DirecTV doesn't want to pay for something that is free, but is OK charging me extra for local channels. Bottom line, I still can't watch the World Series.

It's not "free" to DirecTV. Local stations owners make boatloads of $$$ from cable/satellite/streaming providers to deliver their signals, even though those signals are indeed free to watch with an off-air antenna. It's extortion. And it's one of the main reasons that rates continue to increase.

If they are not free to DirecTV, they will not be free to us through them. DirecTV doesn't pay for channels to give them away free.
As TV provider's costs go up, then so do our bills. That is to be expected.
Bottom line, you cannot watch that local channel through DirecTV (not just the World Series). This is why I suggest that no matter your TV provider, have a regular antenna. Then you pick up the free channels within range. That might even include sub-channels that aren't carried, any particular channel that DirecTV doesn't have an agreement with (or going through negotiations), and sometimes channels from a neighboring market that they wouldn't be allowed to provide you.
The alternative is the TV provider doesn't negotiatie, just accepts the higher increase and raise our bills even more. It is bad timing for the customer (which is great for the local's negotiating as more leverage). Though all channels have to negotiate, the pulling of the channel (or at least a very loud threat to do so), is more and more common with local affiliates. And this kind of situation applies to all TV providers, not just DirecTV.
Too many just are "but my chanlez are gone, cut them back on!". They don't bother to contemplate the reason for these situations and that those negotiations are a two way street. It isn't a free lunch for the TV provider or us.

It seems to me DirecTV could have pointed me to a national Fox station or an MLB channel or even allowed me to sign up for another local channel. Just wanted to mollify my complaint and send me $10.00. I missed a great game. DirecTV response "TS"

The reality is they could not, per Federal regulations. They are not permitted to offer you any other locals. You can only get what is in your Designated Market Area (DMA). Beyond that, those blackouts are controlled by the respective leagues and teams.
Bottom line, DirecTV (or any other TV provider) is not allowed to give you other options. Sports have their rules which TV providers have no say in.
Blame the local channel for not choosing to keep the channel on while negotiating in good faith. Only they can decide to withhold their feed.

Direct TV - when is this going to be resolved? It has been over (1) month !! - Missed World Series - you suggested streaming - WXXA does not stream - you suggested Fox Sports App - the App asks for location and once active, the App is blocked by WXXA. The $10 offered is "inferior" due to the missed programming and now my NY Giants. I have been a loyal DirectTV/Primestar customer since 1996 and do not feel the loyalty is being returned. We now have high-speed internet so I do have pay streaming options and may be forced to consider switching to resolve this issue

DirecTV did direct me to a very alternative way to watch the world series. I watched on the Spanish language station. I had my Alexa play Mozart symphonies and muted the sound. Occasionally turning on the sound to understand some odd play or scoring.

When both DirecTV and the channel owner come to an agreement. Naturally, there is no guaranteed date/time when that will happen.
This has absolutely nothing to do with loyalty. Local channel wants higher rates, TV provider is trying to minimize that. The quicker DirecTV caves, the higher your bill will be. And then would you be one of those complaining about high bills because you are a "loyal" customer?
Will not resolve the issue, at least not long term. All TV providers go through carriage negotiations. The channel owners with the broadcast rights are the ones who can pull the channel. This is becomming more common with local channels on all TV providers when agreement comes up. This is just DirecTV's turn at bat.
I say plug in a regular antenna to your TV and get the free broadcast. That may even get other channels in range that DirecTV doesn't have (like sub-channels). Why should TV providers, and us customers through our bills, keep paying more and more for locals we get free over the regular airways?

Reading these posts from TWO years ago, I am even more discouraged. It is 2024, and Dtv and Fox still have not agreed on giving us access to sports post season and championship games. Once again, we can't get the World Series b/c Fox has the contract. Last year, I paid $100 for a month to get it on streaming; now, Fubo does not allow me to get Fox Sports -- I guess b/c my provider is Directv. I was told when I signed up for Fubo that if Fox was on any other provider and/or locally they would be able to give us access, but this year that's not happening. My budget is not set up to pay for streaming services on top of Directv. Same stor for the Cowboys games and probably the Super Bowl (?) We are retired and t.v. is our main source of keeping in touch and having entertainment. I'm completely disgusted!

If your local Fox affiliate is not providing the feed to DirecTV, then you cannot use your DirecTV credentials to get through any streaming service. When they pull it from the TV provider they do so through all means.
This is how local affiliates run the situation. Hasn't changed in years and there is nothing suggesting it will change anytime soon.
This means you plug in a antenna or get the channel through another method that is not currently in a carriage negotiation/dispute.
