I believe the deal is for DirecTV satellite, not DirecTV Stream (the forum you have posted). The 2 services are not related.

Not sure if AT&T stores are still accepting DTV sat sign ups since AT&T sold off 30% of DTV and the new partner is handling the day to day operations.
