At the very least not legally. DirecTV, including any On Demand or outside of home streaming from the DVR, is only authorized for within the United States.

It's not actually possible to access your DVR recordings even if you're in the US. That's only possible within your home network.

Sorry, should have clarified out-of-home streaming was removed a long time ago. I was so focused on the specifics of the question my answer was not as complete as it should have been.

Just did a test. I was able to access my Direct TV DVR from a restaurant. I was able to watch a recorded show from the DVR on my phone and was also able to program future recordings on my DVR from my phone.

That is surprising as out-of-home streaming from the DVR was removed years ago. Unless that recording was also available On Demand (so not from the DVR itself), then perhaps they were bringing it back.
As for programing future recordings, that they have left in. Though it has had issues from time to time.

Just because it's listed under "Library" doesn't mean that it's being played from your DVR. If that same show is available via OnDemand, then you can access it when outside your home network.
What DVR model do you have?
