I believe at the current time that only the mobile app and the website URL offers the option for picture quality. At least that is what I am seeing. Also, the Fire Stick has the option.
Does any of the options actually work? No idea!

Firestick, Android GoogleTV apps (ones I have used in the past) offer a setting on the app----settings--preferences----streaming quality--best, better, good
