You are missing the model numbers. The -200 and -100 are just the manufacture code (what company made that exact box for DirecTV) which is after the model number.
Access cards are paired to their exact box and are not transferable.
Purchase to own options went away years ago. Any 'purchase' is at the one-time lease cost from either DirecTV or an Authorized Retailer (such as Solid Signal) which comes with a 24 month service agreement. You cannot activate a used box bought from someone as that is no longer allowed.

H24 is an HD non-DVR. The one-time lease cost (if you didn't have a free upgrade) is $99. The additional TV monthly fee is a flat $7, not $6.99.
DirecTV discontinued dedicated receivers some time ago. Getting anything pre-Genie is rare. Not even sure if they are still offering the H25 (only receiver that is SWM-only like the Genies).
Boxes on eBay would either be stolen, the prior owner didn't understand they were lease-only, or the box was previously owned but that seller isn't aware you cannot activate used boxes anymore.
What are the models of each box you have now?
Also be aware for your RV you need a slimline SWM dish on a tripod/sled mount or the Winegard Trav'ler. Those are the MPEG-4 options.
Do not include Receiver ID or Serial number either as those are specific to your box.

So you're saying that H24 is your one and only box? Then you will also add $10 for DVR service.
Be aware you cannot get your money back from the H24. Once activated, the order was final.
Would suggest in the future if there is something specific you really want (in this case HDDVR), that you research it first before placing an order for something that wasn't quite what you wanted.

Suggested checking in forum before speaking with DirecTV in the future. Many agents aren't familiar with older setups (dedicated receivers/HDDVRs) or are just pressured into pushing the latest system (which is not RV friendly).
Make sure you never have more than 3 Mini Genie Clients, as that is the most the Genie can support at one time. As you've probably experienced, a dedicated HDDVR is better than a Mini Genie for the dedicated tuners, additional recording space, and you don't have to worry about one box in charge of it.
You pay the $7 additional TV fee for as long as that box is active. All the service agreement means is if you were to completely close your account then there is an Early Cancellation Fee (ECF) based on how many months you had left. So if you replace it with an HDDVR there is no difference in monthly cost, though it does adjust your agreement date as is from when the new box is activated.
If you are absolutely set on HDDVR in RV:
Order from Solid Signal an HR24. $199.
Call DirecTV and activate it. No activation fee.
Deactivate H24 and return.
The $7 additional TV fee is for each TV beyond the first, so is always there.
Alternatively replace a Mini Genie (sending that back instead) with H24. Dedicated tuner, can watch what the other boxes have recorded, and has Autotune instead of DVR.
With your misunderstanding about how the Additional TV fee works (something basic for the last 30ish years), I would highly suggest before making any final decisions to read through your bill (a regular monthly one that doesn't have changes mid-month). If there is anything about it that you have questions on then post them and I and others will try to help clear this up.
Also if it has been over 24 months of active service, with account in good standing, since your last equipment upgrade (adding one counts), then you normally qualify for a free upgrade. Something to consider if the new co-owner allows regular HDDVRs to be made again.

I paid $100 to DTV for it and paying $6.99/mth for the service. I was not given the option to buy a DVR receiver (I believe it is model H24-200). On eBay I see H24-200 DVR receivers for under $50; hence my question to the forum. So if the access card is paired to the receiver Serial Number, is there a way to get a DVR receiver to replace my current receiver? Can I switch it though DTV and pay the extra cost for the upgraded receiver? If, so will the monthly service fee go up from $6.99/mth? Thx for all your help everyone!

I see the HR24 receiver on Solid Signal for $199. So I buy/lease it, then pay DTV another $119 activation fee (just looked it up)- and I'm stuck with my current H24 box that I can't sell or return for a credit! Do I still need to pay the $7/mth for it for the remainder of the 24 month agreement even if I don't use it and replace it for a DVR receiver? So it looks like to switch to a DVR for my RV, I would be out of pocket approx $450 plus if I need to pay the $7/mth fee for 18 additional months- another $126 for a total of around $575?!?! WOW- not sure if that makes sense for as little time we use the RV. Is this correct?

Ya, DTV charged me a $99 Service Call/Dispatch Fee for the local service tech to bring me the H24 receiver for my RV- and I told the rep on the phone my RV was in storage an hour and a half away and I would be installing/setting it up myself at a later date- I asked to please mail me the box or let me pick it up at an DTV office location. NO GO- they said tech HAD to deliver it and charge me $99 PLUS the $19.95 Activation Fee- $119 total. I was so worn out trying to get an RV box I didn't argue- I just wanted service in my RV (and they were hinting they don't usually do receivers for RV any longer)! I definitely went over 24 mths, in good standing, without doing any upgrades prior to the RV box.
So basically, to change my receiver to add DVR capability, it would be $199 to lease it from Solid Signal plus the $119 I already spent- so about $320 ($199 more). OK, I'll think about it and decide.

No. Access cards cannot be transferred between DirecTV DVR/Receivers.
Where are you planning to buy that DVR? Most boxes from sellers on places like eBay cannot be activated onto your account.
What's wrong with your current box?

Remove the RID numbers. The only way to get a DVR is to upgrade to an HR54 Genie with a new contract unless you already have a Genie.

As for activation fee, DirecTV has a one-time $19.95 activation fee for starting service. That doesn't apply to adding later boxes.
