My Westinghouse TV is off, I can't manually turn it on to program my RC72H remote to it

AFAIK that RC72H is for hotels and may not work on a commercial TV. You need the TV remote.

DO you have the TV remote? that will turn tv on --or LOOK on the side of the TV for a Power on & off button
