Equipment update
I have a HR34-700 receiver currently. I’m going to be getting a new 4k TV soon and was wondering if I would need to update/upgrade my receiver?
I have read that you can get equipment upgraded or updated every so often. Is this true?

Yes, you need at least an HR54 and a C61K wired only or a C71WK mini client to get and watch the 4K channels or the HS17 Genie2. Customers that are in good standing can upgrade or add a TV ever 2 years but it only covers one receiver so it will cover the HR54/HS17 and you pay the up front lease fee for the mini client.

HR34 is the 1st generation Genie. Even if you weren't upgrading it would be suggested to warranty replace it to get an HR44 or HR54. They were built with a faster processor and more efficient cooling.
Is that your only TV? If you have others, what are the models of all your boxes?
You don't 'need' to upgrade just because you are getting a 4K TV. Boxes can still connect regardless if 4K, HD, SD, or even Black and White if you have the right adapter. The question is, do you want to go through a big upgrade to get the few 4K channels and be in the early days?

Does a technician have to hook this up?
Or is it just reconnecting of the existing cables?

If the HR34-700 is your only TV, then a technician is required to install a SWM splitter so that two lines can be run from the SWM LNB to the HR54/C61K.
If you already have two lines going into the rooms then a technician is not required, although one may be dispatched regardless.

Only the HR54 gets the 4K channels and a bit faster chips.

I currently only have one tv but when they installed the current system the technician put in a SWM splitter in case I added another tv. I was thinking of adding another at the time but decided against it.
It isn’t currently connected to the internet either. I upgraded from some serious slow dsl line that constantly drops to Att Air. I can actually stream stuff now instead of watching a buffering wheel go round and round!
I know that there’s no a lot of channels in 4k but was told that I would have to get all new equipment if I got a new tv that was 4k. Glad to know that isn’t true. Sounded like he didn’t know what he was talking about to me but you know the old adage, trust but verify.

You absolutely do not need to upgrade just because you got a 4K TV. Agent just said that hoping they would get an upgrade out of you.
A warranty replacement would get either HR44 or HR54 depending on stock. Low chance of HR44, but not impossible. The 44 was last box with a phone jack (though new interface makes it pretty much useless anyway because of discontinued features) and front panel control. The 44 and 54 have the wireless CCK built in supporting 2.4GHz and 5GHz, but that only matters if you want to connect to home internet for optional On Demand features. I am not familiar how well that will work with AT&T Air.
If you are comfortable with tuners and recording space, are staying with one TV, then I would not upgrade. Getting a 24 month service agreement for a few 4K channels seems a bit much.
