DirecTV H44-500 (or H44-COM) - HDMI issues - will not lock on 1080i or 1080p

Hello, I have a situation where I am distributing 6 DirecTV H44-500 tuners via a 16x16 HDMI matrix in a bar, to 16 TVs. (mostly Sony 4K and LG 4K TVs)

I cannot get the DirecTV tuners to lock resolution to 1080p, 1080i, or 720p and stay stable, they either blank out here and there or don't display at all. When brought down to 480p the picture is stable, but would at least like HD resolution to work on all.

We have tried 2-way HDMI splitters with marginal success.

We also have Apple TV 4K and Roku streamers in the same bar, those stay stable at the above stated resolutions and 4K without issue.

Matrix is working properly and have set EDID on the matrix per input, this doesn't seem to help the DirecTV tuners though.

Anyone ever run into this and have a solution? Do not recommend placing a DTV tuner at each TV, this is not possible in this situation.
