To pay your bill through the phone, call the DIRECTV SATELLITE number (in my greeting below) and say “billing” to the robot.
Are you unable to pay online? Is there an issue logging in? We may be able to assist.

I'm out of the country right now and phone charges are huge. The online payment shouldn't be such a hard thing to fix, even the chat function on the Directv website isn't working.

DirecTV is service for the United States. As such, accessing it out of country can be problematic. That is why paying bill or being on auto pay before leaving the country is suggested.
However, bouncing between AT&T and DirecTV websites is a known issue right now. DirecTV has spun-off to their own company with a new co-owner taking over operations. This means there is a lot of website migration happening that is going a bit rough.
Being out of country you cannot call DirecTV directly as it doesn't accept international calls. However, there is a workaround. If your phone service is with AT&T, you call their international support line (which is covered) and get transferred to the DirecTV side. Don't know if they can still do that transfer with the migration, but it is worth a shot.
