Prepaid Mastercard for Refund Not Working

I was issued a prepaid Mastercard by Northlane for a refund I was due from DIRECTV.  I was able to activate the card but when I tried to transfer the balance, I got an error message that I was not authorized.  I logged off and have not been able to log back in, despite trying to reset my password.  Three messages sent through Northlane's website oner 5 days have not received a response.  The customer service phone number for Northlane does not have an option to get me to a person.  I have seen many posts online that this is a scam.  This is especially frustrating to me because AT&T incorrectly billed me for equipment that I had returned.  They were very quick to charge me.  I don't understand why they didn't just issue a credit to my credit card or sent me a check.

Yes this happen to me directv owed me a refund for a duplicate charge they sent me  one of these cards with a refund.  I payed my monthly bill with the card which directv proceeded to reject the payment.  So now the balance on the card is 0 and I have to pay the month that the payment was rejected by them.

To me this seems like it was done on purpose so I wouldnt be able to get my money that they owe me for an over charge.  My question is why didnt they just refund the money to my card that I had payed them with instead of sending this worthless mastercard.
