Details please. Where are you seeing the zero and outstanding? Are they on the same bill, or perhaps one on bill the other when you check account online?
Usually this happens when payment comes in late. So bill shows outstanding balance since it was past due when it produced, but payment being received shortly after clears the balance. And the bill produces once a month. It doesn't produce an immediate updated one when the payment finally comes in.
