Monthly bill increase 194%
My monthly bill has increased by 194% for no reason.
I had paid my bill on 14 September.
One (1) of my two (2) TVs has been made inactive. Now, my second (2nd) TV has been made inactive.

Unless you have deactivated the receivers you still pay for them regardless if they are in use or not, DTV has no way to know. DTV only raises the basic cost at the beginning of the year so any increase is PPV or a discount dropping off so you need to check your bills or contact DTV. This is a customer to customer forum with no access to any accounts.

Bills do not increase simpley for "no" reason. So you should start with finding what the reason is. Read the bill and compare it to the prior one. See where the cost difference comes from. Is there new charges, a discount fell off, or any charges that are in a different amount? Once you know that you can move forward with a resolution, or get further guidance from the forum. Just saying it increased by 194% doesn't tell us anything about what happened. Comparing total of one bill to another to get a percentage isn't as useful as getting the details on where all the changes come from.
You say you paid your bill on Sept 14. Is that related to your bill increase concern or something else? If part of the original concern, I wonder what the dates of the bill are and if payment posted late resulting in bill coming out showing a past due.
What do you mean your TVs have been made inactive? To help please explain symptoms, error messages, etc..
Though with higher bill, mention of payment, and then inactive boxes, that suspiciously sounds like past due carrying over, possibly with late fees, and service being interrupted for it.

My payment was sent and deducted from my Bank Account and DirecTV lost my payment, made my TV receiver unavailable and is charging me to pay twice for September.

DTV doesn't suspend service for missing 1 payment. You need to contact DTV.

Payment submitted, shows processed on bank's end, but DirecTV doesn't show it posted to your account? Assuming your bank doesn't show it as being returned, I would file a dispute (as possibly a misapplied payment). www.directv.com/paymentdispute
You say the lost payment is the reason for your service being unavailable. Is that what DirecTV has told you or are you just coming to that conclusion because of the recent payment problem? Just want to be sure so that you aren't relying on a false assumption and can get the correct fix.
If bill is not paid in full, then next bill shows the past due plus a service interruption date that it would be shut off if the outstanding balance is not paid by (successfully posted and in full).
A mention of percentage increase, such as 194% as you say, doesn't give the important details. When you compare the bills is it just past due and/or late fees or are there any other differences? This is where details matter. You need to address or dispute individual charges or amounts, not a percentage.
If the entire situation is a past due problem caused by a missing payment, then get that submitted as I mentioned above. However if there are other issues then please post back with the specifics so proper guidance may be given.
