The webform at https://billing.directv.com/ is for payment disputes (missing, misapplied to wrong account, etc.). If collection is a result of a payment problem than that will be part of the process. However, if you are disputing what billed (the charges themselves) that requires a call to customer support instead.
If for payment dispute, what issues are you experiencing with the upload?
In both cases, if it has gone beyond in-house collections to a collection agency, then you will need to discuss with them as well.

Umm DirecTV has page to update for payment issues (not posted, went to wrong account, etc.). But historically they haven't had a way to dispute a bill or collection online. Where are you trying to upload this?

So I finally got in touch, via phone, with DirecTV to dispute this charge. They couldn't help me because they said I need to wait for a notice from the Collection Agency. So after two weeks of trying to contact them online, now I have to wait for a Collection Agency. Just to note, what I am disputing is that they billed me after I closed my account and then I reversed the credit card charge. Someone is not smart enough to see that they billed me for a month of service after I discontinued my service. Unreal.

So disputing what you were billed. In that case the webform is not used as that isn't for disputing charges, only issues with payment processing.
If you canceled service and the bill is for the service month that starts after the day you called to canceled, then you would call DirecTV to dispute. If they can verify your cancellation request was before, then they should submit adjustments. After that it may take 48 hours for the collection agency to receive any updates. The DirecTV agent can provide you the name and number to the collection agency as that would be on your account.
However if the bill includes the day you called to cancel, even if it was day 1, then the bill would be valid. This is because as of about 4 years ago, DirecTV no longer prorates the final bill.
Just double check the cycle dates on the bill and remember the auto pay date and statement date are not the cycle start or end date. Also verify it was just for monthly service as in some cases there may be one-time charges to clear the account (Early Cancellation, non-return of equipment, unbilled PPVs).
