Directv CEO email address
I have been out of service for a week and a half, and have had one technician visit and three missed appointments. After spending hours on the phone with the off shore call center, I want to write an email to the CEO, who I believe is Bill Morrow. Anyone have his business email address?

@williamnorton unfortunately your desire cannot be fulfilled. We are customers just like you and if anything we would be asking the same questions. There are two ways to get your predicament fixed up.
First, you call DIRECTV (number in my greeting below) and say 'cancel' to the robot to be sent to the retention department. Once the agent is on the phone, you express your concern and ask for a technician or else you will be cancelling. Therefore, the agent will take your concern seriously as that means loss of a customer if your service isn't restored.
Second, you can file a BBB complaint online as that gets it to corporate. Thereafter, DIRECTV will take action and have a technician come to your home to fix your problem.
If you don't mind me asking, what exactly are you having trouble with in regards to service? Are you unable to watch television? If so, on what receivers, if multiple? And, are there any error codes that occur?

The CEO doesn't personally handle customer accounts. As such, their contact info is private, not even available to customer support agents.
Missed appointments is too common these days. Companies are short on field techs. With being stretched thin, if other work takes longer, there is an issue on way to the next job, someone calls out (family emergency, sick, mandatory quarantine, or any other reason), then they have limited personnel to juggle to meet every appointment. This is not a good situation all around.
Over the phone they can reschedule based on the appointment system, but don't have direct contact with the techs themselves. They can submit a Field Service Request (FSR) on the appointment for the no-show, as that gets sent to the dispatch center in charge of the tech.
Alternatively, you can submit a BBB complaint. This goes to the corporate level (sometimes referred to as "Office of the President"). Again, this is not getting you personally in touch with the CEO. This is as high as the consumer has the option to go. Not a guarantee to resolve the situation, but it is a shot you have.
In the meantime, you could try in the forum to see if other users could help find a solution that doesn't need a tech (or help narrow down so when they are there it goes as smoothly as possible). If you would like to try, please describe in detail the situation with your being out of service (symptoms, error messages, models of boxes, troubleshooting tried, etc.).

DTV doesn't do email support so maybe there is no email.
