AT&T and Direct TV partnership

I've heard that AT&t and Direct TV are ending their partnership.   Does this give us the right to cancel our streaming contract without any penalties?

Just because AT&T will no longer own Directv in the near future does not mean you get to cancel your contract.  Your contract was made with Directv, not AT&T it does not matter who the owner is.  AT&T and Directv have been two separate companies for over a year now as AT&T sold 30% of its holding a few years ago and the company they sold to has run Directv's day-to-day operations.  They are also who AT&T is selling Directv to.

Just like any acquisitions or partnerships before, this does not waive any early cancellation fee (ECF). Doesn't change that you agreed to keep your service active for so much time.
