Using an HR54-700 with DirecTV Sreaming
I recently dropped U-Verse and replaced it with DirecTV Streaming. My LG Smart TV will not allow the DTV app to load. AT&T advised that I needed to rent a 'box' for $5/month extra.
I have an HR54-700 from a prior DTV subscription. Can I use it to connect to the net and sent the DTV Streaming signal to my LG TV? If so, how?

No. The HR54 can only be used with DirecTV Satellite service. You'll need to get a DirecTV Stream box (C71K), or use a streaming device like Roku, Fire TV, Apple TV, etc.

If I have the C71K and a valid, active and paid DTV Streaming account, do I need anything beside the C71K, like special access. codes, password, permissions or the like?

The HR54 is the 3rd generation Genie. It is proprietary to DirecTV (satellite service). That equipment has nothing to do with DIRECTV STREAM as is an entirely seaprate provider.
As that is the most recent model in the regular Genie line, it most likely was required to be returned so you are not charged a non-return fee (NRF). There is no option to own a Genie as that is when they went to lease only.
Take HR54 and your DirecTV account number to FedEx or The UPS Store for your free return. Make sure they are corporate stores, not annex/outreach shipping centers.

Good morning and thank you all.
2 items:
1. I had DTV satellite through AT&T and do not have an account number. When the technician came to remove the satellite dish, he refused to take the HR54-700. How do I contact DTV and to whom do I speak to get my old account number so I can return the unit?
2. As stated at the outset, I have a 2019 LG smart tv. LG tv's do NOT allow you to download the DTV Streaming app. Will I need that app on the TV for the C71K to be effective?

1. You'll need to call DirecTV Support (phone number below).
2. You do not need any TV App when using the DirecTV Stream box (C71K). It's a settop box like your old satellite box. Just connects to the TV via HDMI cable and the internet via WiFi or ethernet cable.

You don't know your equipment. The C71K is the DIRECTV STREAM box which is NOT compatible with DirecTV (satellite). The C61, C61W, and C61K are the most recent Clients for DirecTV (satellite). This is what happens when AT&T overlaps model names and branding between separate services.

DirecTV never sends a tech out to remove the dish. Upon install you own it and everything except the boxes. Upon cancellation you take any boxes to a participating shipping center for the free return.
Either tech was there for something else (as techs do not assist with cancellation), or perhaps you contacted some 3rd party mistaking them for DirecTV.

Frankly, the identity of the person coming out and removing the dish, per my request, is irrelevant to my question. Let's please drop the 'shoulds' from this convo.
Y'all have been very helpful in setting me straight regarding the correct hardware.
Camilo, I believe, is helping get the NRF addressed.

Dish removal may have not related to the question, but that information shared raised a concerning flag as could suggest you are not contacting the right people in regard to your service or perhaps someone breaking the rules, so they had a reason to be at your place with another purpose in mind. Just wanted you to have the correct information in case anything happens later.
I do hope you get the NRF addressed. Be cautious as Camilo did mix up equipment so with any further communication pay attention to the details to protect against any mishaps from misinformation. Traditionally the only way that NRF is removed is if you return the equipment before it goes past due enough to be sold off to a collection agency.

I feel stuck in some technical experiment and I didn't sign up for this cross-contamination of technology and I feel a product shouldn't be just thrown out there without testing. I know they supposed to be the same company now but ATT is still treating/trying/doing so only when the bottomline matters the most.
