Receiver not reading all mini genies

We have 9 televisions in the house and a Genie (not Genie 2).  Have had this for 9 years with no problems at all (we are aware that we can only have   All of a sudden, 3 days ago, all the TVs were off (no recordings going on), went to turn our TV in the den for the evening news and got a message that there were too many active locations so we couldn't watch anything.  All of the TVs had the same message.  A technician from DTV came and after 5 hours, couldn't solve the problem.  A new receiver replaced the old one, a new software was installed, TVs were reset a million times.  At some point he had 4 TVs working and then they all went out, he put the card in and out of the receiver, checked the HDMI wires, nothing.  He then disconnected 4 of the 9 mini genies and tried to start the other TVs one by one and got 2 to come on.  So right now we have 4 TVs that will turn on and off, but not the other 5.  Its as if the receiver is "deciding" which ones it wants to turn on.  It is worth mentioning (although the technician said it didn't matter) that 3 of the TVs that come on (not at the same time, and that's fine) are Smart TVs which we just purchased a couple of months ago and the third one is a TV that has a wireless mini genie.  8 of the 9 TVs is hard wired and 1 is wireless.  DTV is pushing very hard to move to Genie 2 but the maximum number of TVs we can have is 8 (7 at the same time which we don't need at all) so we would have to give up one TV.  This seems incredible to have to "step down.  And there's no guarantee that the Genie 2 won't have the same problem.  Any help would be greatly appreciated, we are at our wits' end with this "mystery".  Thank you in advance.

What are the receiver models of the 9 receivers? When logging into directv.com, under “MY Equipment,” are all of the 9 receivers shown? (1 Genie HDDVR, 8 Genie clients)? Try refreshing the equipment online by choosing “Refresh receiver” while logged into directv.com under My Equipment. This refresh should be initiated to the main Genie HDDVR, as it is solely responsible for all Guide information, authorization, and programming to the Genie clients (in other words, the clients are extensions of the main singular Genie receiver).

Yes, we have Genie and 8 mini genies. Our guy who did the hard wiring for the house when we built it 9 years ago has suggested that maybe by using all wireless mini genies (replacing the current wired mini genies) but keeping the current receiver might work.  We would not use the Genie2 tower, just wireless mini genies on each TV and the current receiver.  He thinks that the fact that the tv with the wireless mini genie is one that's working, there may be "something" there.   What do you think?

Your current setup with one Genie (hr44) or (hr54) You can only have 3 Mini's wired or wireless on and working at any given time. If your recording a show or 2 That will limit the number of tuners (as you) only have 5 tuners active on the Genie at any given time.

The Genie (HS-17) has 7 tuners --It will support 8 Mini's only those cannot be active at the same time (as explained) above.  The HS-17 has a built in Wireless bridge and does NOT direct connect to any TV (As it has no HDMI Port) Depending in where it is located your Current Wireless Mini may or may not work if the 17 is located in the basement and your wireless mini is located on the third floor (as an example).

Only one Mini can watch a recorded program from the GENIE at a time. (that doesn't take a Live tuner away from the Genie).

Were just told by Direct TV that there has been a nationwide issue (software issue) causing the issue I am experiencing for over a week now, so we have to wait until it gets resolved.  Has anyone heard of a software problem at all?  Why are we not told about this sooner? I don't think we are being told the truth and they are asking us to wait a few days until it's solved.  Any comments?
