Go to Menu, Settings, Remote Control, Pair/Program Remote, TV, and choose JVC under the TV brand list. If it asks for a model and your model isn’t listed, just choose ‘I don’t know the model number.’ The C31 may just program the remote with the TV for you manually or you may have to put a few codes in until one works to change TV volume, input, and power.
As a side note, the C31-700 is a pretty old Genie client, being the first one ever released. Those are quite lacking in performance these days. Out of curiosity, is your main Genie receiver an HR34? This is completely unrelated to your original question but I wanted to ensure that your system wasn’t underpowered or somewhat outdated.
I'm not a Direct TV user, but this is what I have found that works for our TV (Rogers Xinity). To make a long story short JVC has licensed the TV to be manufactured by a third party cheap Chinese brand. I was able to find out ATV or "Atvio" codes worked. I had to try a couple, but managed to get it working.

That is the remotes model number and the DTV receiver model number?
