No pictures appear under "Cast and Crew" tab in the Guide
When I select the "Cast and Crew" option, no actual photos ("mug shots") of the listees appear there, not even for prominent actors like Meryl Streep and Oliver Jackson Cohen. I think that all of the other written information is still there and I can still follow headings (e.g., select "Movies" under an actor's name and see a partial list of the person's famous films), but the blanks (generic outlines of 2 genders (as if there are only 2!)) are starting to annoy me. I rebooted the tuner twice, but it didn't have any effect. What gives?

Known issue that a couple threads have discussed. Hopefully fixed soon, but I suspect it is a lower priority than the migration (AT&T leaving the TV industry) and making sure you get the TV service (programming, etc.) to begin with.

The reason the pictures are gone is because of licensing issues. Apparently, it has become too expensive and complex to obtain rights to show the pictures. I'm bummed. I really liked that feature.

Same here. And when they remove a service they should lower rates. They surely charge to add a service.

If indeed they have to pay for the cast pictures then they don't have to raise the rate as much without them.
I don't think DTV pays for them directly but if there are fees then it is built into the fee they pay to the guide maker and I don't think there is an option not to get them.

Simply put, you're not going to get a lower rate just because a cast/crew tab isn't working completely.
You pay to have TV delivered by satellite. It doesn't guarantee the exact fluff or setup of features. That can change at any time.
As long as you can watch TV you are getting the minimum required. Anything beyond that is what they provide to keep the service valuable enough for you to be a customer.
Personally cast/crew is and expendable feature, as I don't need that to be able to watch my shows.
