Fraudulent account [Edited per community guidelines]

A bill in the amount of $406.00 has been turned over to IC System for collection under my name, Lonnie Green.  I have never had an account with Direct TV.  I moved from Los Angeles to NC in 2004 and has never returned.  The account in question was not made by me.   According to the police department in Fayetteville, NC, I need to know if account [Edited per community guidelines] was made online so that i may file an identity theft report.  Please, help me with this matter.
