ETF for Loss of Service
I am asking for contract termination for loss of service due to inability to provide Disney related content. I tried for an hour to get it cancelled and was told there is no override in your system. Holding customers hostage when you are unable to provide services is bad faith business. You should allow me to leave and if I choose to come back, then I will. If you ordered Uber Eats and the food was not delivered, but you were charged for the delivery- would you pay? Waive my ETF. Unhappy customers tell limitless people, happy ones rarely tell others. How much bad faith will you lose in exchange for the dollars you might have paid Disney?

Channels may change at time. There is no guarantee of ANY channel always being there. So the service agreement and ECF are valid. With how many carriage negotiations happen and how many of those reach this situation (or come close to it) have a courtesy waiver would greatly give more power the network owners (Disney, etc.).
So correct, there is no override in their system. They don't have a courtesy waiver of ECF. They can only submit a request higher when the agreement was incorrect resulting in an ECF charged in error. Since this is not an error, then ECF remains.
Though not the answer you wanted, it is the reality of the situation.

There is no contract, You agreed to remain with DTV for 2 years or pay an ETF/ECF. DTV is still providing you with sat channels.

The ETFs are exactly why new customers often get discounts at various TV providers...essentially, they're paying your ETF.
