Cannot activate account

Have tried multiple times via website and with reps on phone to active TV cable account. Every time account goes to process payment it is declined. Have tried multiple cards with 2 different banks and called banks to confirm no issue with credit or debit accounts. Have talked to 4 different Direct TV reps and have been passed off multiple times but no one can direct us to someone that can help.

DTV is not a cable TV provider but a satellite service that needs a dish installed.
