Second Sunday in a row that CBS stutters on Uverse. How can this be fixed?

When changing channels, does anyone else see their "time bar" (for lack of a better term) jump to 1:28:16? I don't think I get it all the time, but it happens a lot. But why that specific time?

FOX NEWS STATION IS THE ONLY CHANNEL THAT KEEPS FREEZING UP. CHANGE CHANNEL AND COME BACK TO FOX NEWS AND IT WORKS FINE FOR A COUPLE OF MINUTES AND THEN IT FREEZES UP AGAIN. THIS HAPPENS ALL DAY LONG.

MeTV's sister channel, MeTV Toons is on DIRECTV, but I have yet to see it on U-verse. Will MeTV Toons be coming to U-verse?
