Winegard Travler Pro
If I subscribe to Directv satellite service using my Winegard Travler Pro dish on the roof of my rv and activate a hr24 receiver will it include SignalSaver if I connect the hr24 to the internet? Also, will I be able to use the Directv app to stream TV on my phone while away from the rv?

No, @gmcmann. The SignalSaver feature is only available for HR44, HR54, and HS17 models. Requires high-speed internet. Learn more here: Turn on SignalSaver to keep watching | DIRECTV Support
Yes. You can stream on the go with the DIRECTV App or directv.com while away from your RV. Any broadband Internet connection or cellular Internet connection is also required. Details here: Download the DIRECTV App | DIRECTV Support

DTV may not have any HR44s left in stock so that leaves the HR54 or HS17.

You call DirecTV and request to upgrade one of your boxes (preferably a non-DVR, or at least your lowest model/oldest HDDVR), to the Genie. Most likely you get the HR54, but depends on stock. Just be sure not to get the Genie-2 (HS17) as not friendly for switching between home and RV (only allows Clients which cannot work without the main box, unlike regular HDDVRs).
If you have a traveler's package/RV-only account, you would have to order through an authorized retailer (as DirecTV doesn't install in RVs unless they are permanently parked as a normal residence) for the one-time lease cost (free upgrades are only from DirecTV itself). Whether from DirecTV or 3rd party the upgrade comes with a 24 month service agreement, also $3 Whole Home DVR if you don't already have that service.

I don't have a Directv account at all. Nothing. No HS17, no mini, nothing but a Winegard Travler Pro sateliite dish on my roof.

Winegard specifically said that the HS17 won't work with the Travler Pro.

You should probably go to an RV dealer that installs DTV to setup the account and lease a receiver.

Plan to pay the one-time lease cost for the DirecTV box as free is only if DirecTV did the order. But as mentioned, you have to go through an RV dealer if you're not setting up for an actual home first. You will still have a 24 month service agreement with the new account.
The RV dealer will be able to make sure your Winegard Trav'ler works and is the correct one (DirecTV specific MPEG-4)
