Why does Direct tv not have cbs ?
We pay enough for the packages to get the few channels we watch. Now direct tv requested you to go 390 / 391 and pay for it. (Edited per community guidelines)

Either they don't have a contract with the local CBS affiliate or they are having a dispute over renewing it.

390/391 are the DNS channels. Those used to be available for those that had no equivalent local in the Designated Market Area (DMA), regardless if DirecTV carried it or not. They shouldn't be available to you as you have a local CBS and locals lobbied to have the STELAR Act expire.
Most likely your local CBS is owned by Nexstar. They have pulled all their channels away from DirecTV as they are trying to negotiate higher rates. Because TV providers don't own the channels they all have the clause that channels/programming can change at any time. This is why packages include locals, but no guarantee of which ones or how many. As long as 1 local comes through, you are getting what your service provides.

Check the name of your service again.
DishTV is for India and has nothing to do with American TV providers.
DirecTV is what this forum is for.
Dish Network is a competitor to DirecTV.

DTV has no control what the channels sends them, could be a glitch in the broadcast.

No worries. As I said, wanted to be sure as there are similar services and names. Just FYI, DirecTV only has a single 'T' for their brand (something to watch out for as scams can have those misspellings).
If your local CBS affiliate is completely out it is likely owned by Tegna. They pulled the feed from DirecTV while they are negotiating the next carriage agreement. To be sure you can check the official site: https://www.directv.com/tvpromise/
However, if it is not related to Tegna than more info would be needed to figure out the cause (symptoms/error message, model of boxes, exact name of package, etc.)
