It would help to have more info ....
DVR/Receiver model(s)?
Do all of your boxes do this?
When did the problem start?
Have you tried resetting the box (red reset button)?

And, is this blue circle coming from the screen or from the receiver? The receiver front panel has a constant spinning blue circle when booting up on older HDDVR Receivers.
