I watch ABC (channel 2) about 25% of the time. This station has been unavailable for at least a month. So until further notice I am reducing my payment to you by 25% per month. Whatever my bill is I will reduce my payment by 25%. Get the issue resolved or I restrict my payment to you.

DirecTV is not a usage based service. It does not matter how much you watch any particular channel, so ABC is not 25% of your bill.
If you don't pay your bill in full then any late fee and subsequent suspension are your own fault. You don't set their pricing. No specific channel is always or ever guaranteed. Channels can come and go because they are not owned by the TV provider. The Terms of Service that you agree to upon starting and continuing with DirecTV state that channel/programming may change at any time. This is why you don't get to change the amount of the bill because you are upset.
Use a regular antenna to get the free broadcast. Not only does it give you a backup in these situations when a carriage negotiation is going on, but it might even pick up sub-channels that DirecTV doesn't carry. Many of us don't go to pay TV for our 'free' locals.
