U-verse remote not working with Samsung LCD TV
The Cisco wireless receiver is installed on the left side of the Samsung TV. After programming the U-verse remote control for Samsung, pressing power turns on the TV, and sometimes turns on the Cisco receiver (sometimes does not power on). If you keep pressing power, then the receiver eventually turns on while the TV turns off. This puts you in a funny loop trying to sync the TV and remote on the same page again. When both TV and receiver are finally on, the remote won't work; cannot change channels, enter channel numbers, cannot access guide or DVR. But the remote works to control TV volume and power. The Wireless Access Point is 20 feet away; so it's not a connection problem. All connections are successful. Also, I have the exact same setup in another room (even farther away from the Wireless Access Point) with a Samsung TV/Cisco receiver and it works perfectly fine. I've read on other forums this could be an IR blaster issue? I just sent back a Cisco receiver because I thought it was defective. But with the replacement receiver, it is the same issue. What in the world is going on? I'm a very frustrated customer. The equipment and service I pay for simply does not work. I'm about at my end with ATT&T and looking to cancel services.

@Dakatl2722 - You say you have another system that works - as a test - swap the remotes. THis will tel you if it is the remote or the STB.
Did you try fresh Batteries?
Can you relocate the STB at all? Try the STB behind the TV (unseen) with the IR sensor aimed a ceiling. Aim the remote at the ceiling.
If you have the older remote with MODE buttons, make sure you are in att mode (att button flashes on all clicks.
If you are out of synch on power (one on, other off), click power til TV is on & STB off & click OK.
