Hi there, Daddyshart. We understand that you have gotten a refurbished U-Verse TV receiver, and it is not activating properly.
The error that you are getting, means that you are trying to activate a device that is not ready yet. Normally, when you receive a replacement device, there is an order date behind. You must meet or exceed that order date for the receiver to activate.
If you have the email confirmation of your replacement order, there should be a date on that. Check that date first. If the date has passed, then we can start torubleshooting. If the date has not passed, then you will need to wait until after 4pm on the order completion date, and you should have a seamless installation of your replacement receiver.
To make sure that you check to see if your replacement receiver is on your account , please follow these steps:
Thanks Matthew. The installation started fine but then I chose to let it update. It got stuck in an endless loop for 45min to and hour so I looked online for a solution. The ATT site said to push and hold the power button. Once it came back up I had this problem.

@Daddyshart most likely you got a bad refurbishment, what model did they send you? OR you attempted to install it before the date and time printed on the packing slip. If you attempt to install it before that time it gets messed up in system and you have to call to have them manually reset the GUID #(printed on bottom of set top box) in system. OR the GUID# was entered incorrectly in system before they shipped it and again they have to manually update it.
I was reading through this post and looked on the packaging is the date you talking about stamped clearly if so the receiver was hooked on that date after that time and still continues to go through this loop
