I would suggest that you ignore the recycling message and attempt to return the equipment at the nearest The UPS Store or FedEx Office location. Take your account number and the unboxed equipment and power supplies to the location, have them scan it in and give you a receipt.
Many customers have received that recycling message followed by a message days later telling them to return the equipment or face non-return fees.

There is some debate concerning return vs. recycle. Personally, I'd hold off recycling for a bit (6 months?).
If after that time AT&T has not requested that the equipment be returned, Google "electronic recyclers" in your area.

What Jeffer said.
Make every attempt to return the items via both FedEx *and* UPS stores. If several locations refuse them, hold on to the items for at least six months.
