New Construction Apartment Building

We are building a brand new 60 unit building in los angeles from the ground up...
we would liek to offer uverse services to our future tenants. in order to do so we need to have ATT install there infrastructure in our building so its ready and available. which department do i contact to get this done and coordinate it all. What is the best way to reach them?
