The green and red lights on the front of the box are flashing. The screen is telling me to go to Troubleshoot U-verse & Internet. Restarting the box did not fix the problem.

Since your receiver is not responding to the remote, let's make sure that remote is responding by pressing the AT&T button on the remote. This is for both wired and wireless receivers. If the remotes responds, then we will move on to the next step.
Since you have blinking lights on the receiver, that means that a critical error is happening. Let's look at getting that resolved. Since you are unable to use the Troubleshoot and Resolve tool on the TV, then we do recommend switching over to Troubleshoot and Resolve tool on the computer. If those things do not work out, then we do recommend either a tech visit to a replacement is needed. Both of those routes, we are more than happy to help with.
