Error message indicating HDMI signal not received and system reboots - Can't program remote

The pace receiver is constantly rebooting.  This happens multiple times a day when I change channels or playback recorded content.  I'm wondering if I can get a replacement receiver as this is driving me crazy. 

I am also not able to program the remote to turn the TV and Receiver on/off.  I have tried several of the methods listed and it does not work starting on the step where the TV should turn off.  Any suggestions for that?
