Disable OnDemand on Uverse

I am trying to find a way to completely disable on-demand on my att uverse system.  So far, I have tried to put parental locks on channel 01, which I believe is the channel used for on-demand, but that does not do anything.  If you press the on demand button on the remote, on-demand still works without requiring the parental lock password.  Please help.

I found that I can put parental controls on channels. I thought on demand plays on 01, so I put parental controls on that channel, but that seems to be ignored. Is there another channel that is used for on demand programming? My other option, would be to get a universal remote that does not have the on-demand button. I was trying to avoid that since I would lose other functionality.

Parental Controls will prevent purchasing of On Demand content that comes with a price however On Demand will still be accessible.

Question - My husband, a victim of double-stroke stumbles upon chargeable items. He doesn't know.  This man used to read EVERYTHING before his strokes, but cannot read anymore. He has 'looked' at some shows by stumbling upon them - and because he can no longer read, he doesn't know that he's stumbled into a premium charge item.  In fact, he stumbles away just as quickly.  In other words, he's NOT watching these premium items.  But they are charged in full on the bill - a burden for us, retired on Social Security.  How can I appeal this.  I'll have to get rid of Uverse if I cannot do something to stop it.  He stumbled into a sports even, and back out again - never was a sports enthusiast - and did the same with a chargeable movie.  The charges were outrageous and he didn't even watch them.  I need to know how to appeal to ATT at a higher level to have these charges removed.  I will have to cancel Uverse and try other services if it cannot be done.

HELP is welcome.
