AT&T U-verse Channel 99 PEG Public Access - (Public, Educational, and Governmental) Broadcast Channel Support

What is the best way to reach the AT&T's U-Verse broadcast/engineering team? I represent a local government municipality - and we are having issues providing content to AT&T via our PEG Channel 99. Our local residents who subscribe to AT&T U-Verse can no longer receive our government access channel content. When AT&T subscribers call to complain to AT&T directly, AT&T refers them to the local municipality - us. But in our case, we have hardware in our studio provided by AT&T. When need support for that distribution hardware, as it is no longer functioning.
