AT&T Unable to Activate New DVR

Last week unable to get signal/picture on TV with DVR; two other TVs work fine. AT&T phone technician attempted remotely to fix the problem; kept getting RED X. Sent a new DVR which I connected--but no signal/picture. AT&T phone technician attempted remotely to activate the new DVR but system did not recognize new DVR (showed old box still connected). Finally, she got system to recognize new DVR but she could not activate it. She scheduled a technician to make a home visit and activate the DVR. Technician did not show up last Friday or call to reschedule. I've called several times to reschedule, but I've been told because of "outages," service call cannot be rescheduled; Dispatch will call me. We're now at 8 days since I got no signal/picture on TV with DVR; still waiting on Dispatch to call!

I do have a green link light. After running several recovery tasks, I see gear/cog and it’s progression bar, then RED X with 3 below.

Thank you to those who have tried to solve my problem. AT&T Help found out my DVR cannot be activated because of a network outage in my area. Does anyone know what a network outage is and how long it takes to fix?
