which is cheaper?
I have the u300 plan. It is $138. To add hbo/cinemax it would be $25. If you get u400 hbo/cinemax are included. That price is $180. Doesn't it mke more sense to just add hbo/ccinemx to the u300?

Depends.
If you have an OLDER U-300 plan, you may not have HD included. If so, then you're either doing without HD or you're paying $10/month extra for it. That HD is included in U-450. (U-400 has been gone a very long time, so I'm assuming the question is for U-450).
There are also a lot of other channels in U-450 that are not in U-300, so if those channels are useful to you, it may make sense to jump to U-450 for those other channels. Mainly "The Sports Package", but also NHL Network, Lifetime Real Women. https://www.att.com/idpassets/pdfs/channel_lineups/Uverse_Channel_Lineup.pdf is the most recent channel comparison list I know of.
Finally, AT&T used to would give you limited-time promotions to upgrade tiers that they would not give you for a premium add on. I'm not aware of any of those being available now, but if so, that's another potential consideration.

Some people are able to get a fiber internet connection. I can and am eligible for $60/mo for Internet 1000. As a result, my HBO Max (app, similar to Netflix) is included at no cost.
I'm also getting $40/mo off my TV.
You can always try, but promotions do vary.
